- With the debt relief industry having undergone rapid changes due to a number of factors, this session will review a number of developments brought about by an improving economy, changes in the CFPB and TSR, as well as enforcement actions and even government oversights. The speeches, delivered by various authorities in their respective industries and positions, will focus on trends of public attention, pending and proposed legislation, projected policy problems and issues, government enforcement, and many others.

- State of Affairs: 3 Years after the Debt Relief Amendments to the TSR
The “Debt Relief Amendments” to the Federal Trade Commision’s (FTC) Telemarketing Sales Rule (TSR) on October 10, 2010 has brought about significant changes to the debt relief industry. FTC’s Acting Assistant Director for Division of Financial Practices Sandhya Brown will discuss the various changes that have resulted from the TSR amendments, whether such changes have improved the industry, and if any changes need to be made to the TSR in the future.

- Options for Consumers in Crisis: an Economic Analysis of the Debt Settlement Industry
Along with AFCC’s Vice President Bob Linderman, Greg J. Regan, commissioned by the AFCC in the analysis of consumer outcomes over a portfolio of debt settlement accounts, will also be speaking for this session. Greg is known as one the leading forensic accountants nationwide. This session will provide information and significant benchmark data available only from the AFCC. There will also be a discussion about AFFC’s findings, results, and responses from regulators.

- Understanding and Improving the Consumer Experience: Using Applied Psychological Research to Improve Collection Models and the Consumer Experience
The speaker for this session is academic scientist and business executive Dr. Christopher Trepel, whose work is focused on the understanding, measurement, and prediction of financial behavior. Along with his position as SVP and Chief Scientific Officer at Encore Capital Group, he is also Founder and Managing Director of Encore’s Consumer Credit Research Institute or CCRI. CCRI, as a multidisciplinary and research-based organization and in collaboration with experts from the academia and business, strives to understand the behavior of financially distressed consumers.

Robert’s multi-state practice and expertise is focused on debt resolution, defense litigation, and the protection of consumers’ rights under the Fair Debt Collection Practices Act. He also provides bankruptcy and debt-relief consultancy services to law firms all over the country.
